If you sand it...The finish is flat without sanding. If you sand it, it gives a shiney finish on the high spots, flat still where the sandpaper doesn't hit. It is very quick to paint, no prep before hand typically. Smoothness depends on your piece, and how thick you apply paint normally. This one turned out really smooth, because I used only a thin coat. Give it a try.
